     The conversion of the analog Free Broadcast TV station into the digital format, can be painlessly and profitably accomplished by following these guidelines.

1. Each Free Broadcast licensee is awarded a new TV frequency (UHF).

2. Two formats will be authorized. HDTV (Grand Alliance), and digital compression of six standard TV signals (NTSC equivalent}.

3. Station will be required to broadcast, half the time daily, in each format. It is taken for granted that the viewer will enjoy many programs just as much in the NTSC presentation (and always at a lower cost}.

4. Station can mix or match its schedule with the two formats as they find profitable.

5. Low cost decoders for the six channel format should be immediately available from the satellite manufacturers.

6. The Free digital Broadcaster now has three times as many NTSC program hours for sale as on his analog TV station. Income from the HDTV hours may be long delayed but will be icing on the cake.

7.   We believe that in five years, the Free Broadcaster's digital programming income will enable him to surrender his analog license to the FCC.
